Did you read the note contained in that KB article?

Note In special cases, charges that are ordinarily incurred for
support calls may be canceled if a Microsoft Support Professional
determines that a specific update will resolve your problem. The usual
support costs will apply to additional support questions and issues
that do not qualify for the specific update in question.

It means what it says. *If* you have the exact problem described in
the article and *if* you confine your call to that specific issue only
then the charges should be waived. Ensure that you ask the support
rep about this. If you digress to other topics, or if your problem
does not match the specifics mentioned in the article then charges
will apply and you probably will not get the fix because it won't
resolve your problem.
