installing sp3 into ROM

How do I install sp3 for Compact Framework if the previous Compact Framework
already in the ROM shipped with the device?

Are you the device OEM? If so, apply the latest QFE to Platform Builder.
That applies SP3.

If you're not the OEM, then check with your device vendor to see if they
have an updated runtime image for the device that includes SP3
