Tried to install from temp folder after download, got
msg "windows installer service could not be accessed"
recomendation " this can happen if you are running in
safe mode or if installer is not installed properly""
please contact product service technition" Can anyone

Move it out of the temp folder to some other location--the desktop works.
Consider deleting all files in the temp folder if there are lots.

Go to a command prompt and do:

net start "windows installer

and hit <enter>
Try the install.

What version of Windows?

Be sure you are signed in as an administrator of the local machine.
