Installer Quits With Error Message #0X80040703

In attempting to reinstall some software on my HP
the installer quits and the following error message
pops ip:

Error Number: 0X80040703
Description: Failed to Find DLL function RDBios32.DLL-GetPCTYPE

This also happened while trying to reinstall an unrelated piece
of software.

There IS a file named RdBios32.DLL in c:/windows/system32

Any ideas what I need to do to fix this?

I'm not an IT pro but I consider myself well above a novice user.
That said, if the answer below is to the question I posed, I'm
not sure of the connection. I did open the wizard and there
is no reference to the installer program.
