Installed Office 2003 - Outlook Won't Open

Was running Office 2000. Just installed Office 2003
(Upgrade). Outlook will not open and I get the following
error message:

"Microsoft Office Outlook cannot run the add-in.
Microsoft Office Outlook cannot install the necessary
files due to Windows Installer error 1605. This action
is only valid for products that are currently installed."

I have to do a Ctrl-Alt-Del to close the error message
and Outlook. I've been through the MS Knowledge Base and
have done a Google search of this error, with no luck. I
had a similar error message when I tried to open Word
(cured that one by renaming the "Normal.dot" file). I've
done a repair and I've click the button to start Outlook
in safe mode (doesn't work either).

Any ideas?
