Installed ATI card; get CLI.exe error on bootup

I just intalled a new graphics card ATI Radeon x800. When I boot up I get
this:

CLI.exe failed to initialize properly (0xc0000135) Click on OK to terminate
the application.

I used a program that showed me that this error corresponds with this
location in the registry:

ATI.ACE\cli.exe Runtime Delay.

I supposed I could delete it from the registry, which would certainly keep
it from displaying on boot up. But does anybody know what this is about?

I found in google that I was supposed to install MS .net framwork, which I
already have done. However, someone said go install .2 instead of .1, so I
will try that.

Go back for the update to .NET Framework.. having installed the initial
code, there is an update to it..

ATI has 2 versions of their Catalyst driver, a normal one and the Catalyst
Control Panel .NET version. Skip the .NET one. Its slower (interface-wise),
uses more RAM, and doesn't really provide any enhanced features.
