Installation of fax capability

I have a Dell that came with a recovery disk for Windows
XP Home Edition. When I try to install the fax
capability through Add/Remove Windows Components, it says
it can't find "fxsapi.dll" and to put in the XP Home
Edition disk. Which I do, but it can't find it on there
either. Any clues as to why? Thanks.
