Install problem...ATI 9250

I bought a HIS Excalibur 9250 PCI (Graphics by ATI certified) video
card and when I install the card in a PCI slot, my system will not
boot. I get a blank screen with cursor in top left corner. Fans all
running, but no HDD activity. If I remove the 9250 the system boots
fine.

I have set the BIOS for primary graphics adapter as PCI (this is also
the default).
I tried it with BIOS set to allocate an IRQ and allocate no IRQ.
I tried both available PCI slots.

The Mainboard is PCCHIPS M755LMR
The mainboard chipset is SIS630
The mainboard has integrated AGP graphics using shared memory. The
motherboard documentation for BIOS set up discribes the following
setup option in the PCI/Plug and Play Setup Page:

Primary Graphics adapter: This item indicates if the primary graphics
adapter uses the PCI or AGP bus. The default PCI setting still lets
the onboard display work and allows the use of a second display card
installed in a PCI slot.

And, that's what I'm trying to do...use a second display card.

My OS is Windows98SE however, since the system will not boot, I doubt
this even enters into the equation.

Is there any way to know if I've been sold a dead card?

onboard video and pic are a pain to get working together sometimes. I
would turn off the onboard video for a start and see if you can get the
system to boot just on the 9250. Rest assured, it will work - eventually.
I setup a dual monitor setup with a sis630 chipset and a s3 pci card but it
took me 3 days of playing round in the bios to get it right. That machine
has gone by the way now so I can't tinker to help you out.
