Install Language Pack using GPO

I used SysPrep to build a Windows XP Pro SP2 (slipstreamed) desktop image
and included Simplified Chinese in the setup.
Last year, under Windows 2000 Professional, this created an $oem$ folder
that it copied the necessary language files to, ready to be installed on
first boot.
However, using Sysprep under Widnows XP Professional, I ticked the box in
the SysPrep setup tool for Simplified Chinese, but no files were copied at
the time.
Trusting soul that I am, I thought 'Cool, it must be bundled or it'll do it
later.'
It didn't.
Now Chinese students are prompted to install Chinese language pack when
visiting websites with Chinese script. They are restricted from doing this
by GPO.
Even when I log in as an administrator (despite changing the source paths in
the Registry during the build), I am prompted to find the files on the CDROM
(rather than C:\I386).

So, rather than re-do my image, could I use Group Policy to:
1) Set the Windows source files install path
2) Auto-install various language packs

....?
