Install international character toolbar

I have tried to install the international toolbar for Outlook 2003
(ict_usEN.exe) several times. But the toolbar does not appear in Outlook
when I reopen the program. It works on another computer. What am I doing
wrong? how can I get the toolbar to appear? Thanks.

You'll need to have Word set as the email editor for this;
Tools-> Options-> tab Mail Format
