Inserting a circled marker that looks hand-written

Where can I find this image to insert?

I've seen powerpoint slides where key information is highlighted with a
circle that looks hand-written by a felt marker, though too perfect to be by
freehand drawing.

You can easily create it yourself by selecting the Curved Line from AutoShapes >
Lines to create a closed object. Increase the line width, set it to "no fill"
and change the line color to meet your needs. Then use the "handles" and
rotation control to size and place it any way that you want.

That's not bad, but I've actually seen better ones, where the loop isn't
closed and one end looks almost jagged, very much like a marker. I don't
supposed you know where such an image might be found...

You would have a lot better luck asking the author of the presentation you saw.
They may have used clipart or they may have created the image in another
application.
