'Insert Windows Program Disk' question

Installed a new program a couple of weeks ago and received the 'Insert
Windows Program disk ....' which I did. Since then I've been wondering
about the SP4 and rollup upgrades. What if they contained an updated version
of the overwritten file? Should they be re-installed?

Not needed. Windows 2000 will get anything that requires updated files from
misc cab's and from %systemroot%\servicepackfiles directory.
