Insert Horizontal Frame

I need to insert a horizontal frame, how is this accomplished in Word 2007?

Why is Word 2007 so bloody non-intuitive to use?

If by "horizontal frame" you mean the old-fashioned "frame" used in earlier
versions of Word, I'll agree that this can be difficult to find, but you can
still find it in the Legacy Forms palette of Developer | Controls | Legacy
Tools. If you don't have the Developer tab displayed, display it using
Office Button | Word Options | Show the Developer tab in the Ribbon.

Well, I was able to open teh Developer tab, however....
Oops, I was just going to say that I couldn't find the "Legacy Tools"
button, but after a second look I found the folder on the Controls section.
Thank you!

I was able to fine the horizontal frame command just fine. Is there a way to
drag the frame to other locations on the page as was possible in Word 2000?
I don't mean by using the tab or space bar but by a true drag and drop
method. Thanks for your help.

I don't know why you would be unable to drag it as in previous versions, but
I haven't tested this.
