Ok I downloaded service pack 2 and apparently they
updated my internet exploer to version 6.029sp2 and it
has this Information bar that keeps beeping at me and
blocking my homepage that I set up personally on my Hard
Drive with links to my most used websites.

I want to know how to get rid of this information bar,
anyone know?

I tried going to tool > Pop Up Blocker > Pop Up Blocker
Setting to ALLOW my
site "file:///C:/Download/Homepage.html" but it doesnt
allow me. It says its an invalid website! Microsoft needs
to stop creating these annoying things that dont do much
help in protecting people. AT LEAST allow people to
disable this anoying stuff.

Can anyone tell me how to disable this "information bar"

Eric,
"file:///C:/Download/Homepage.html" seems to have an extra forward slash ( "/" ) in the file address.

You might want to change that to:
file://C:/Download/Homepage.html

This is due to a security enhancement in Windows XP Service Pack 2 (Local
Machine Lockdown feature). To allow active content to run in files on My
Computer, see: http://www.winxptutor.com/lmzunlock.htm. After you enable the
option, the information bar would not be displayed for local web pages.

Wait, so I assume the information bar cant be disabled.
It will always be enabled somewhere in the background?

It will always be enabled somewhere in the background?

Don't think so. Anyways, you won't see the bar in the the Local Machine
Zone. But, turned ON for the rest of the Zones.

option, the information bar would not be displayed for local web pages.

Thers is an alternative - to mark the page with an internet address so
that it runs in the internet zone.
I added between the <html> and <head> tag the following:

<!-- saved from url=(0023)http://www.contoso.com/ -->

Now the local page runs in the internet zone.
http://msdn.microsoft.com/security/productinfo/XPSP2/securebrowsing/lockdown_devimp.aspx

If one only needs to get a couple of pages going on the hard drive,
this method would seem to be the most secure, rather than granting a
blanket exemption to the lockdown in the local computer zone. Don't
forget, MS put this policy in effect because they haven't been able to
control zone privilege escallation.
