Try the tutorial at:

However, you should also read the proviso at:

It's much more effective to specifically register your
site with search engines than it is to obsess over meta
tags. Too many sites have made a science of specifying
meta tags that attract the most visitors, even if those
tags don't describe the site at all.

Right Click > Page Properties > Custom > Add. Then add your meta
descriptions such as title, keywords, description and robots. These
should be your minimum meta descriptions. There are many more you
could use. Title: Not more than 8 words and the closer the title
matches what a surfer types into a search engine search box, the
better your page will rank. Description: No more than 25 words.
Keywords should match content of each page. Robots tell search
engines which pages they should/should not index and which links to
follow/not follow for spidering. You can find more info at
http://www.wimbledonvisitor.com/toprank. You could also look at the
source code for that page, or other pages to give you an idea of how
to use meta tags. You can also add your meta tags directly into the
source code by clicking the HTML tab in FrontPage. Then register your
site with the main search engines – by hand, to get the best results.
It is true that many websites meta tags that have little or sometimes
nothing to do with site content. However, a good relationship
between your meta tags and page content will rank you far better than
a bad one.
