increase size of form footer

I have a large set of questions in my form and I want all these questions to
appear in my form, but because of the number of controls, only some of them
appear in my form, the "form footer" does not let me show all the questions.
I already drag the form footer up to 22 (limit). Is there a way to make
larger?

Huh? Typically you would view one record at a time in a form. If you have
a continuous form showing multiple records, then you should have a scroll
bar to allow you to view the records that won't fit on your screen. The
form footer should have nothing to do with this.

In the form I have created I have placed one field below another in the
design view so the person who will work on this form will just watch one
field after another (two fields are not in the same line). Thus, since my set
of questions is large I dragged the form footer up to the limit (22). Is
there a way to increase that limit so I can fit all my fields in the form?
