incorrect function error message

Dell Win 2k Pro machine, 128 Megs, adequate for what it is used for.

Drives are seen in Explorer, but when clicking on them I get error message:
Drive inaccessible, incorrect function. Roxio is not installed, never has
been to my knowledge, only Nero. I can write to the CD-R burner & floppy,
but can't read from any removable media drives, including via the USB
channel.

Haven't found a working solution on the MS KB, any other suggestions?

Could this be a hardware failure?

I couldn't find your other post you replied to and I'm having the same
problem Joe had. What was your solution/answer?

Frequently this "inaccessible" is due to "Norton Auto-Protect" running
