Inconsistant access

We are currently experiencing a rather perplexing issue at
work. Some of our workstations can connect to the
following website (as well as others):
http://www.pueblocountyassessor.org/FrontPage.html

and others can not (regardless of account type i.e. Domain
Admin). All systems have Windows 2K Pro and Internet
Explorer 6 with all of the most recient updates/patches.
Group policy has been disabled on the domain to remove it
as a possible cause. All content and security settings in
IE were all but disabled (however the systems that can
access the page have much higher security settins).
