Incomplete downloads

When trying to download a file of say 5MB in size, the file is only 3MB in my
hard disk.
This has happened several times recently in different websites (i.e. When
downloading Microsoft AntiSpyware Beta).
If I try to download the file several times I get different sizes each time
in my hard disk. One time after trying to download a file several times, it
did download completely, but that's rare, usually I am not able to download
the file successfully.

I don't get any message from IE when downloading the file. The progress bar
seems to get to 100% and even it say "5MB downloaded of 5MB" in the text
below the progress bar. I don't know what's going on.

Does somebody know how to fix this?

I recently changed to broadband and installed XP SP2, before that I didn't
get incomplete downloads.

I have the exact same problem and have searched all over the place to try and
find an answer, so far nothing. Any help would be grear before I have to
re-install xp.
