include virtual path

I have a menu that I inldue to each page with the following:

<!--#include virtual="/insight/menudata.shtm" -->

Some Front Page Clients render the menu in the design view, while others
ignore it. Is this a setting of Front Page? How do I turn this on/off?

FP normally doesn't render any server-side includes in design or any other view, only when you use
File Menu | Preview in Browser and are working against a server-based web.

I think that:
If the Web is Server based it will be rendered.
If it is disk based it wont.
