Include pages not propogating

I use Windows XP and FP2003. I maintain a large website on a local computer
and publish to the remote ISP site.
With certain include pages, when I change their content their register on
the appropriate pages which include them my local site but are not reflected
when I publish (changed pages only) to my remote site. The include pages are
changed appropriately but the pages which include them still show the old
content of the include pages.
A recalculate hyperlinks on either site makes no difference and a force
publish all takes forever because it is a very large site.
The problem onls seems to happen certain include pages and not with others
but I can't spot any pattern.
My current workaround is to open each page on my local site which contain
the include pages and manually save them (even though they haven't been
changed). They then publish OK to the remote site.

Is there an easier method?

Make sure you Save the include before publishing.
Saving the include is what actually propagates the changes to all of the pages using the
include..

I do save the include - ie change the include page then save it - unless
there is a seperate menu item I am not aware of.

Nope, that's all it should take.
Make sure you clear your browser cache files. ( temporary internet files )

Cache is cleared. When viewing the include page in FP on the remote site the
changes are visible but viewing the pages using those include pages via FP
they are not reflected.
I have over 4,000 pages on the site (with lots of nested include pages) and
wonder if I am over-running some stack since many pages work OK.

I can continue with the manual workaround biut it does seem to defteat the
purpose of using include pages in the first place.

Try clearing your FP web cache (*.web files) in each site (Tools Page Options Advanced - Delete files),
- or see http://www.95isalive.com/fixes/fpclean.htm
Then changing / saving all the includes, and running a Tools Recalculate Hyperlinks

There is a limit to the number of Includes that FP can process, this is a setting control by the web
host under the extensions for your account or globally for all accounts on the server.

Thank you Thomas. Having unsuccesfully tried all other remedies suggested
many times in the past, your explanation seems most consistent with my
problem It appears that I am pushing FP past its configured limits. I will
see if my ISP will change my configuration or otherwise will try to
constrain my use of includes.
