Inbox clutter when using Web Access / client side rule tmp redirec

I receive lots of emails per day and run a mixture of server side and client
side rules (client: Outlook 2003, server: Exchange Server 2003). We also
have a restriction of how much data can be stored on our Exchange Server
therefore I try and move the majority of my non-important messages (e.g. most
mailing lists) automatically to a .pst file. This works great if I'm using
my normal pc, however if Outlook is closed on that machine and I use another
pc and/or Microsoft Outlook Web Access to access my mail my Inbox is full of
messages that I would prefer not to see.

I considered creating a server side rule to move all my non-important
messages to a specific server side folder (as a temporary holding pen), but
can't work out how to then apply rules to the items in that folder to move
them to appropriate folders in my .pst file .

What are my options?

One option would be to run rules manually when you're at your desk and ready to move items into a .pst file. ANother is to simply move the items manually. A third is to set AutoArchive to run everyday and archive items in those folders that are more than a day old. This, however, will almost always leave some items in those folders still.
