Inability to access "Secure" areas

I am unable to access virtually any "Secure" area of the
internet. I cannot access my bank account information!

Every time I try to access one of these "secure" areas, to
change my personal information, or change my email address
I get "The page cannot be displayed" what settings in
Internet Explorer can do this?

I have disabled my ZoneAlarm firewall, I have disabled
my "Pop-Up Stopper" software and I still have the same
problem.

What can I do to solve this problem?
