When my Access 2000 was upgraded to Acess 2003, I was no longer able to open
reports or make new reports using my Access 2000 data.

This happens if you have no printer installed, or if there is a problem with
the printer driver.

Access uses the metrics from the printer driver to calculate the report. If
none are availalbe, it cannot do anything with a report.

Install a printer.

If you already have a network printer installed, try installing a local one.
(You don't have to buy one: just install the driver.) If that works, you
will need to talk to your network people about how to solve the issue with
the driver. (Note that this issue does occur with Access 2003 and network
printers, even if other software such as Word can use the printer okay.)
