Could I mail my original Vi$ta CDs to Microsoft and got back ones that
have SP1 slip-streamed?

I don't want to apply service packs after another clean installation
when I upgrade my PC.

Also, the service packs include hardware drivers, right?

I am gonna have to say, Service Packs don't include drivers, based on my
experience, even after slip streaming NT 4 SPs, 2000 and XP. Service Packs
will add drivers only if its to adhere to industry standards, up and coming
technologies. Windows XP SP1 added Bluetooth support for example. Vista will
support new 802.11n based hardware and more. As for exchange programs, I am
not aware of any, there have been none in the past, so I assume the same for
Windows Vista.

"Up and coming technologies"?

Should there be a an basic emulator or hardware abstraction layer, kind
of like VESA frame-buffer, to guarantee a basic installation of the OS?

Why didn't Micro$oft specify this "basic install right" as a standard?

Slipstream it yourself. No doubt MS will put out a procedure for
slipstreaming the sp into the OS like they did for XP, 2000, etc.

This has not been an option in the past, so I do not expect it this
time.

Probably not so do not expect it.
The drivers provided by Microsoft originate from the hardware
manufacturers.
Check with the manufacturer of your hardware for Windows Vista
drivers.
Do not wait for or expect Microsoft to provide drivers for 3rd party
products.
