Have a look here:
http://www.jdfsoftware.com/pocofaq/incredimailexport.html

You will need to drag the resultant eml files into Outlook Express, from
where you can export to Outlook.

the last step from outlook express to outlook is not available with
eml files. How to do it please

You need to drag all the eml files INTO Outlook Express, then arrange tham
in folders as you want. Then, in Outlook Express, export to Outlook. Of
course, Outlook needs to be installed on the same computer!
