I'm unable to download files. IE download and than delete the file

IO select the Save button and than browse to the desktop and than the
download starts. After it finishes I can see the icon of the download file on
the desktop and than the file get's deleted! Run does the not seem to do
anything as well as after the download I can The security warning and than if
I press run it does nothing. I noticed this happens to EXE, PDF, ZIP, CHM,
HTM but not for JPG or JIF.

Please help,

XP Pro SP2 and I have Defender installed. Also have Norton Corp edition
SpyBot and Ad aware in this machine.

I tried this, however its still happens. The deleted key also returns
automatically after I try to download.
