IIS Lockdown - No Web Server

I am presently on Windows Server 2000 and plan to in the near future upgrade
to Server 2003. When I ran the upgrade check program, it said something
about needing a IIS Lockdown Tool. From what I can find out, this is needed
on a web server. Is this right? If so, and if we don't presently have a web
server, would this tool be necessary in my case? I also understand that when
I upgrade to Server 2003, a newer version of IIS (6), will be installed,
which has all the security features of the IIS Lockdown Tool.
