If REG.exe is not in my W2K Resource Kit, where is it?

I am using W2K Pro + SP4.

Several books, from MS and others, explicitly say that this tool
is incl. with the W2K Resource Kit. I have this kit and is not there.
Anybody knows what is going on with the availability of this tool?

Same story about REGSEC.exe.

Also have problem with REGDMP.exe. According MS' URL:
http://support.microsoft.com/kb/245031 about scripting the
change of permissions associated with a key using REGINIT.exe,
when running REGDMP.exe specifying the key it will give all the
details of that key, including permissions associated with it.
I tried it and it does NOT show the permissions.
The description of the permission constants are very woozy.
(How can one say that 18 (for example) is a binary number?!).

I could not find any info about it in several books, including the
otherwise a generally good book called "Managing the Windows
2000 Registry".

Anybody has any idea about the above specifics and in general,
where can I find in-depth proper info about these and all registry
related and current (not from NT times) tools and where are those
that are not included in the W2K Resource Kit available?

What about the applicability W2K registry tools for Server 2K3 R2,
Win XP or Vista and where can one find info about them and these
tools themselves (assuming there are at least some differences)?

Reg.exe is contained in \SUPPORT\TOOLS\SUPPORT.CAB on the Win2K
distribution disk. I don't know about regsec.exe.
