progress has been made.
Asked if he believed race was a factor in the slow federal response to
Katrina, Nagin said: ``If it would have been a bunch of rich people in New
Orleans, I think there would have been a different response. I really do.''
No doubt. There is tremendous class division as to opportunity in the USA.
Most legislation is skewed towards tamping down the poor and bolstering the
rich. Congress's only significant oversight has accomplished this.
