IE7 wont let me ...........

IE7 wont let me add my dial-up ISP claiming I'm not the
admin of the PC. My husband signed me in as the owner when
we reinstalled the OS some time back. How do I change my
account from owner to Admin in XP/Home/Sp2? The helpfiles
don't even mention it that I can see. Do I have to
uninstall IE7 so I can add my dial-up ISP?

In looking, I'm the "default user." The Admin account he
set up has nothing in it. Only 1 person uses this PC -
myself. All my files are under the "default user" account.
How to I move the files to the Admin account and close the
"default user" account? I haven't had a problem adding my
dial-up ISP until I installed IE7.

Login to the account which your husband created. Then take ownership of
your files in the "default user" area. The process is described in an
article in Help & Support appropriately titled "how to take ownership of
files and folders".
Copy the subject files to the appropriate subfolder of your account.
Never login again to the "default user" account because doing so adds
significant cleanup work with no noticeable gain. The default user folder
tree in \Documents & Settings\ is a template for the creation of new
accounts.
It is advisable to perform most activities in a limited account, and you
should create one for your use.

The "Documents and Settings Wizard" let you copy
D&S for any selected user to another user (e.g. from
Default User to Administrator.) This is COPY (not MOVE)
i.e. D&S remain in the source user as before.

Administrator accounts have authority to make changes
to the Win98 OS that might damage it or stop it working.
User accounts do not have this authority (and may be
customized). The idea is that users should not be
ablle to wreck the OS, whatever they do, so that any
accident can be put right by rebooting. Even when the
owner is the sole user, it is prudent to use a (limited) user
account for everyday work. If we need to make a major
change to the system we can always log in afresh as
Administrator. (Some systems let you go ahead as User,
so long as you can supply the Administrator password
when prompted.)

Help and Support will not load. It's says it's not turned
on. I can't find how to turn it on. Then I keep getting this

failed."

I never did log into that account and there are no
passwords. That is the account that's there when the PC is
turned on. I have no choices. If I try to change anything I
get the "A dynamic link library (DLL) initialization failed"
error.

There appears to now be a problem with the "dynamic link
library (DLL) initialization" process.

How can I log in as Administrator since I keep getting this
error:

"A dynamic link library (DLL) initialization failed."
