IE7 only works with add-ons disabled

Im trying to help fix a freinds computer.
She cant get online with I.E.7. Her Windows XP Home locks up whenever
attempting to connect!
Task Manager shows 100% with I.E. Processes. Have to shut this process off
to unlock computer.

When I right click I.E. icon and choose "run with add-ons disabled" I.E.
loads OK and I can get to her Home Page, however she cant run this way! Even
Windows Update requires add-ons to work properly.
When I go to "manage add-ons" it is GRAYED OUT!!

Something needed must have been deleted or corrupted and I dont know where
to start to fix this issue.
Could someone here please inform me as to how to either find out what add-on
is required, or how to repair this problem?
