IE7 control

I want to set up a non-administrator account in XP for a child. I want to
control their internet access by loading approved sites in Favorites, not
displaying the Address bar, and prevent them from changing the toolbars I
have set up. It is OK if they visit sites not on the Favorites list, as long
as they always start there.
I am not sure about how to set up the rights here, so some guidance would be
a great help.

Asked and answered in the other newsgroup to which you posted. Please don't
multipost; it makes more work for everyone and will get you *less* help,
not more. See this for why:

I asked an XP question in the XP group.
I asked a Vista question in the Vista group.

Please yourself try not to be such a jerk.
