Jay,
A google search found nothing on syspa32.dll but there's a good possibility
that this is being caused by a third-party
program (adware, spyware, parasite)
Download, install, *update* and run these two programs:
Ad-aware from
http://www.lavasoft.de/software/adaware/
Spybot from
http://security.kolla.de/ Remove items listed in red- others are
optional.
If unsuccessful with those programs, download HijackThis from
http://www.net-integration.net/tools/hijackthis.html Read the instructions
and post a HijackThis log to the Hijackthis Logs And Problems (OPEN) forum
at
http://63.247.79.145/~coyote/forums/
or
the appropriate forum at
http://forums.net-integration.net/index.php?
or
http://forum.mvps.org

If not caused by malware, consider disabling (for diagnostic purposes)
legitimate programs running in the background which might be interacting
with IE- security, antivirus, etc. You may have to uninstall then reinstall
a program.
Hope this helps,
Don
