IE6 - P3P issue

Hi,

I am enabling my site to be p3p compliant. Added p3p.xml in the /w3c
directory and the policy.xml file in the /P3P directory. I am also
sending the CP in the header for every request. I also validated my
policy.xml and there were no errors reported by the validator present
in w3c.org.

Even after all these, I am not able to set cookies as a third party
site.
what am I missing?

The CP (Compact Policy) that I am using is - CAO DSP CUR ADMi DEVi
TAIi PSAi PSDi IVAi IVDi CONi HISi TELi OTPi OUR DELi SAMi BUS LEG PHY
ONL UNI PUR FIN COM NAV INT DEM CNT STA GOV OTC

Is there anything in this CP that makes the browser block the cookies?
just wondering.
