IE6 Embedded Links won't launch

I have a bunch of Windows 2003, SP2 Terminal Servers running IE6. On some
machines, my users launch IE and have problems with embedded links that
should open a new browser windows and take them to a URL. When they do that,
nothing happens. This same function works fine on some servers, but not on
others. All servers are built the same and are subject to the same Group
Policy. When I, as an admin, log on, the links launch fine. I can't seem to
figure this one out. Any suggestions? Thanks.

1. Click Start, and then click Run.

2. In the Open box, type:

regsvr32 urlmon.dll

3. Click OK, and then click OK again when you receive the following message:

DllRegisterServer in urlmon.dll succeeded.

You can also try this:

Go to Start/run, and type SFC (msconfig for WinXP).
Choose 'Extract One File From Installation Disk' ("Expand File" for WinXP).
Type oleaut32.dll, not worrying about its location. Then, click Start.

Next to 'Restore From', type in or browse for the file's location, which is
probably in the Win98 (i386 for WinXP) folder of your installation CD-ROM
(typically D:\Win98), or in your Windows\Options\Cabs (Windows\i386 for
WinXP) folder, as the case may be.

Then, next to 'Save File In', enter C:\Windows\System (C:\Windows\System32
for WinXP), and click OK. System File Checker (or msconfig) looks for the
file, saves it as you requested, and then tells you that 'the file has been
successfully extracted'.

You may need to reboot.

Thanks, Frank. I tried everything below that was applicable but nothing
worked. Once caveat that I just discovered: some embedded links work, but
some don't. In the same session, I can click on one link and it launches the
URL in a new browser, but if I click on another, it doesn't. It looks
cosistent, meaning that the URLs that work or don't work are the same each
time. Let me know if you have any other suggestions.

Go to Tools | Internet Options | Advanced.
Uncheck "Reuse windows for launching shortcuts".

Also, if you have Yahoo Companion, Google toolbar, MSN toolbar, a firewall,
Earthlink (or another pop-up blocker) My IE2 (a shell for IE) etc.
Yahoo Companion is a very common cause.

You'll have to turn off the feature that's blocking new windows or, perhaps,
uninstall the program (especially uninstall Yahoo Companion).

With some programs of this type, using Ctrl+click or Shift+click will allow
a new window.

If you're *sure* that another program isn't causing this, these links may
