IE6.0 won't start

All of the sudden, for no apparent reason, IE 6.0 will no
longer start. I click icon and absolutely nothing happens.

I've confirmed IEXPLORER.EXE is not running in task
manager. I tried launching EXE from Shell directly. I tried
reapplying XP Pro SP1a, nothing in
event/system/application/security logs. Nothing.

Something is preventing your IE from starting. Temporarily close any
firewall, anti-virus, and popup blocker software. If IE does start after
turning off those software, check the configuration of those software to see
what is locking IE out.
