We are having a strange problem with my daughter's PC. When we try to open
Internet Explorer, we get the message "Windows cannot access the specified
device, path or file. You may not have the appropriate permissions to
access the item". If we re-boot and click the IE toolbar icon quickly
(as soon as it appears), IE will start. If we wait a few seconds, then it
won't start and the above message pops up.
We have installed and run Adaware, Spybot Search and Destroy and AVG
antvirus all with the latest updates. Nothing seems to be wrong.
Have tried running IE from the Desktop icon, from Start, Run etc and get
same result.
The PC is running XP Pro SP2. The login is a member of the Computer
Administrator group. We created a new identity and it also has the same
problem.
Finally, if we reboot in safe mode, we can start IE normally
Can anyone help?
