IE won't come to front (forward) / top of other applications

IE 6 running on Windows XP Professional SP2. Tool bars installed: Yahoo.

Problem:
When several applications are running, IE will not come to the top of the
screen when it is choosen/clicked from the taskbar. IE's bar will become the
active color but stays hidden or partially hidden behind other windows. To
get to the IE browser window it is necessary to minimize all other
applications.

Occurence/Reproducable:
This problem is not noticable directly after logging in to the machine.
However, after it happens it seems to stay until that IE window is closed and
another opened.

It may be that another program that you are running at the time is occupying
the topmost position on your screen.
This is easy to test by minimising each window that is above your IE window
until the IE Window is the topmost.

Well I believe what you said is restating what I said. IE won't come to the
topmost position on the screen, other programs will stay on top of it. This
will be any program that's running including other IE windows. The only way
to see the window is to minimize the other windows that are on top until you
finally dig down to the IE window you wanted.

This is not how Windows is supposed to work. Choosing the program from the
taskbar is supposed to move that active window to be the topmost window.

So How do I fix this?
