IE ,My computer , Control Panel, Windows Installer not working

i cant open my IE,My computer , Control Panel and even system restore. but i
can find iexplorer.exe in the task manager after i hv double clicked on the
IE icon.
i tried to uninstall some programs in safe mode but it said Windows
installer was not working too. wt is it that has gone wrong?

We really don't have enough information about your computer to know what has
gone wrong. The Windows Installer doesn't work in Safe Mode, so that isn't
an issue but of course the rest of your problems need to be resolved.

The First Question Of Troubleshooting: what changed between the time things
worked and the time they didn't?

The Second Question of Windows Troubleshooting: what is the malware/virus
status of the machine? If you think it is clean, what programs (and
versions) did you use to determine this?

If the procedures look too complex - and there is no shame in admitting this
isn't your cup of tea - take the machine to a professional computer repair
shop (not your local version of BigStoreUSA).

Did this appear after any update, or after a Windows XP Repair or Recovery
operation.

in fact i had upgraded firefox and the problems arose. but the experts in the
firefox community told me that upgrading firefox has nothing to do files
associated with IE.

i hv just had a virus scanning and the report says my computer is clean ( i
only ran the virus scanning provided by trendmicro, but not Ad-aware and
spybot search & destroy. but i do hv Norton Antivirus installed)

i also observe that after the change, everytime i shut down or restart the
computer, the windows that could not be opened after double clicking on it
(my computer etc.) may appear right before the desktop is changed to the
"shutting down" screen. and there is a window pops up with a heading
"CaPP.exe" or "MSNUnnamedWindow" and a button "Close Now" most of the time.

Norton AV will not test for malware. I suggest you follow the procedures I
already gave you. The CCAPP (the correct name) is a Norton AV file, so
apparently Norton is not exiting gracefully (not a surprise).
