ie custom security custom level... button disabled

I can configure custom security level as Administrator but as a Regular user
i can not (the button is greyed out). I need to configure it as user as the
admin settings do not apply to user settings. IE version 6.00.3790 the last.
Where can I enable or configure the settings?

Nope, but forgot to mention I made some changes in group policy object,
which one don't remember exactly.
Maybe this is the problem...

I have no error messages all the tabs are at place. Some options are just
disabled. Everything seems to be normal. bwt, I'm using w2k3 which employs
new enhanced secrurity model. The help says it can be enable by installing
it via add/remove windows components. Now I have this component removed.

Any more ideas?

Check the Registry keys and values for them listed in the sections I cited
earlier.

Hello PA Bear,
I have all the tabs at place. But I've checked as the article says:
[HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Control
Panel]
there is nothing security related there and the key
[HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet Explorer\ Control
Panel]
not even present.

Hi guys I was unable to enable the security button, but I rectified my
problems in the following way:
1. installed enhanced security windows component from add/remove windows
components
2. in group policy editor enabled "Use only machine settings"
3. As administrator configured all the internet security options.
Now they apply to the whole machine no matter who logs in.
