IE 8 will not install on XP

This has probably been covered.
IE8 will not install on a fresh install of WinXP with SP3.
Following Microsoft's Knowledgebase article about a clean boot was, of
course, utterly useless--has anything ever worked from the Knowledgebase?
IE8 still fails to install, says an update has to be installed but the
update cannot be installed because it says there is already a later version
of that update installed.
An endless cycle.
After all these years Microsoft still does not even understand how XP works
and now they will flood the world with Vista SP3/Win7.
My temporary solution has been to delete the IE6 icons and use only Firefox,
which is a better browser than IE8. This Windows install has IE6 which is
unacceptable. However I need to have a later than IE6 version of IE to
access certain proprietary business sites that require Active X controls.
Surely someone out there is smarter than Microsoft and knows how to solve
what appears to be a common problem based on a Google search. I have not
found a working solution online.

Useless in what way? I have always found a Clean Boot to be beneficial
in many instances.

Instead of IE8, install IE7, which is still being supported. See:

Use the standalone IE7 installer:

Then you may eventually upgrade to IE8, but you don't need to do it
right away.

My personal recommendations include:

=> Install IE8 manually, not via Windows Update/Automatic Updates!!

=> Uninstall all third-party toolbars (e.g., Google; Yahoo; Windows Live)
and third-party Windows Themes before installing IE8.

=> Close all open applications (i.e., anything with a taskbar icon) before
installing or uninstalling IE8.

=> I would strongly recommend disabling your anti-virus application and any
anti-spyware application's "system protections" (other than Defender's)
before installing (or uninstalling) an IE upgrade. If you're running a
third-party firewall, I would recommend disabling it and then enabling the
Windows Firewall before installing (or uninstalling) an IE upgrade.

=> Create a Restore Point manually before installing IE8. [Do NOT use
System Restore to remove/uninstall IE8; instead, see
http://support.microsoft.com/kb/957700. Then use the Restore Point prior to
reinstalling IE8 per these recommendations. Norton users will need to see
http://bertk.mvps.org/html/symantecdoc1.html.]

=> Reboot twice after installing or uninstalling IE8.

=> For best chance of success with IE8, make certain that your anti-virus
application, any anti-spyware applications (other than Defender), and your
third-party firewall (if any) are supported in IE8 Final before you decide
install it.
