IE 7.0 causes print queue to stall

I have 4 printers connected to a Win XP Pro SP2 system. there is a Brother MF
laser on a USB port, an HP 2100 Laser on LPT1, a UPS/Eltron/Zebra thermal
label printer on LPT3 and another thermal printer on a USB port. The two
laser printers seem to be fine. The thermal printer queues stall out at
random times. Print jobs cannot be removed, restarted, or anything.
Powering the printers off and on has no effect. After much fussing, I
discovered that if I shut down IE 7.0 the queue frees up immediately and the
labels pour out. Any one have a clue?

More info:

I now think the issue may be with Norton Anti-Virus 2007 and the UPS printer
drivers.

Recently stopping IE didn't free the queue, but stopping Outlook did. It
acts as if the queue is waiting for a semaphore and once the offendsing
product is closed, all is well. Help?
