This is probably being caused by a parasite.
First try:
From IE> Tools> Internet Options...
or
Control Panel> Internet Options> Advanced> uncheck "Enable third party
browser extensions."
That may disable the problem program(s) and allow you to access the web to
download.
Then try these programs (in order)
Note: Pasting these addresses into the address bar of Windows Explorer "may"
allow you to download the programs. Otherwise, you should download them from
another computer.
BHODemon:
http://www.definitivesolutions.com/bhodemon.htm (about 125 KB-
fits on a floppy)
Disables BHO's- doesn't remove the malware.
Ad-aware ...
http://www.lavasoft.de/software/adaware/ (about 1.5 MB)
Update before use.
Spybot S&D ...
http://www.safer-networking.org/ (about 3.5 MB)
Update before use- remove items listed in red- others are optional.

Download links at the bottom of the page.
You do not need to run all of these programs. If Ad-aware fixes things,
don't run the others. If Spybot fixes things, don't run the others. If
BHODemon helps, you should still run the other programs.
