IDNMitigationAPI.....huh?

I have this on my computer. I don't know what it is, or why I got it.
When I tried to uninstall it a warning msg. said a whole host of
programs might not work properly if I did. I researched
IDNMitigationAPI's with Scroogle but most of the explanations are
complete geekese to me. Can anyone tell me why I would need it?
I'm deleting a bunch of stuff so I can give this computer to my son,
minus all the junk. It's XP with service pack 3. Thanks for enlightenment.
