ICS problems

I have XP on an HP machine. We recently bought a DirecWay
satellite connection for the internet. I'm trying to set
up the HP to allow internet connection sharing via a
linksys hub. When I select the settings to allow sharing
of my connection to the DirecWay modem, I get the
following error and stopped from setting up ICS...

"An error occurred while the internet connection sharing
was being enabled. The service cannot accept control
messages at this time."

Any idea what is causing this or how to get around it?
I'd much appreciate any advice.

When you are in this state can you type "sc queryex sharedaccess" at a
command prompt and post the results?
