icon text background

i'm having the desktop "box around the icon text" problem on both my laptop
and home computers. I followed the steps for the home unit and it worked
perfectly, leaving just the icon text, no background. Thanks to all who have
sent info.
My issue is the laptop, step three. Display Properties/Desktop/Custimize
Desktop...I don't have a web tab, only general.
I'm developing tab envy. It's not pretty.
Any help? Thanking you in advance, Bruce
