IAS - Internet Authentication Service won't start Error 13

I have two client servers that try to start the IAS service and recieve an error 13 data is invalid.
I have found a related KB
http://support.microsoft.com/default.aspx?scid=kb;en-us;269228
It says that it is for the French version only, but everything else pertains to these servers.
Is there another way to retrieve this patch besides calling tech support?

The servers started having this problem when they were rebuilt or upgraded.
