I need an utility for checking process bound to ports

I need an utility for checking what processes are bound to TCP/IP
ports.

I am trying to link my computer to another using PuTTy locally and SSH
on the remote side, and I suspect that PuTTy is not binding to the
local port.

Is there an utility or command which can check this?

You could try Winternals, this has a number of very good
programs for checking TCP/IP and what processes are
running.

I think they do a 30 day eval.
