I keep getting this error message, please help.

For some reason when ever I log onto any account but my own I get this error
message: "application failed to initialize properly (0xc0000142). click on ok
to terminate" It pops up about 50 times before it goes away. Also the account
runs very slowly and I cant open any programs like Windows Media Player it
says "Insufficient system resources exist to complete requested service"
I've tried ad aware, SpyBot Search and Destroy ect and I even deleted all
the accounts but my own (witch works fine) but whenever I create a new one I
get the same error message and same problems, anyone know what I can do?

Do you have the latest version of direct x? its version 9.0 or at least 8.1

I downloaded it via the link and installed it but it says "the componints are
installed and ready for use".what do I do now?
